National Educational Technology Standards (NETS)
The International Society for Technology in Education (ISTE) has collaboratively developed educational technology standards for students and teachers. There are also posted new resources for administrators as well. These standards should be the base of any policies that you make involving students, teachers, or administrators.

Technology in American Schools: Seven Dimensions for Gauging Progress .pdf format (577k)
Cheryl Lemke & Edward Coughlin (1998)
"7/10/98 | This framework, The Seven Dimensions for Gauging Progress, is intended for policymakers, educators, and technology directors to use as a road map when attempting to bring up the learning levels of students through technology. It describes the conditions that should be in place for technology to be used to its greatest educational advantage in any classroom.

This publication is unique in its focus on systems thinking and systemic change; acknowledging that the transformation process necessary for effective integration of technology into learning is complex, requiring new ways of thinking, teaching, and learning for all participants in the system. The Seven Dimensions also provides educators with ways to assess movement toward their goals for learning with technology through sets of questions and stages of progress."

SREB Technology Standards for Teachers (1998)
"Twelve SREB states have established teacher technology standards or guidelines that address several levels of competency:

"Of these standards, the most difficult one for teachers is the requirement that they know how to integrate technology into instruction. For example, teachers should know what technology is appropriate for use with a particular lesson. At the same time they also must know how to manage the classroom to effectively guide students using the computer. The teacher's role changes to that of a coach or guide as well as an instructor. Technology creates opportunities for students to work together, such as on group projects in which students exchange ideas about the project and about how to use technology to answer their questions. The focus shifts toward more active student learning. A veteran teacher may not be prepared for these changes and may not be any more skilled than a novice in this area."

"Can state technology standards for teachers help make a difference? Yes, if:

Essential Conditions to Make It Happen
"Successful learning activities such as this depend on more than just the technology. Certain conditions are necessary for schools to effectively use technology for learning, teaching, and educational management. Physical, human, financial, and policy decisions greatly affect the success of technology use in schools."
